McCaul, Perry, Green, and Barr Host Roundtable on Export Controls and Holding China Accountable
Washington, D.C- Today, China Task Force Chairman Michael McCaul along with China Task Force Members Rep. Scott Perry (R-PA), Rep. Mark Green (R-TN), and Rep. Andy Barr (R-KY) hosted a roundtable to discuss the importance of export controls and how the U.S. must use these important tools to counter the generational threat posed by the Chinese Communist Party (CCP). During the roundtable, Chairman McCaul and Representatives Perry, Green and Barr discussed the danger of selling dual-use technology, such as semiconductors, to CCP-controlled companies, as well as the threat posed by the transfer of U.S. capital and U.S. research to CCP-controlled companies.
“We are literally selling the very technologies that President Xi is putting into his wartime apparatus,” Chairman McCaul explained. “Less than one percent of the export licenses applied for to export items to SMIC and Huawei have been denied. This has amounted to $40 billion dollars going into SMIC, which is their semiconductor chip manufacturer in China, and $60 billion going to Huawei, their telecom surveillance communication system. This has to stop. The sale of dual-use technology to the CPP, along with their successful theft of intellectual property poses a serious threat to our interests and national security. We need to change the way we negotiate and do business with China.”
“For years, the Chinese Communist Party has treated its exports as tools of coercion,” stated Rep. Perry. “I thank Chairman McCaul for hosting this critical roundtable so we can use all the tools at our disposal to stop the Chinese Communist Party’s malign influence.”
“A Chinese Communist Party with access to advanced military technology will only spell disaster for our national security,” stated Rep. Mark Green. “When I went to war, the overmatch between us and our enemies was unprecedented. Due to theft of American military technology, our overmatch is waning — a national security risk. Export controls are the best tools we have to keep our sensitive military technology out of the hands of authoritarian regimes. I commend my colleagues on the China Task Force for their continued commitment to holding China accountable and protecting our national security.”
“Export controls are one of our most effective tools to keep U.S. technology out of the hands of China’s surveillance state and civil-military fusion,” stated Rep. Barr. “However, the Department of Commerce is failing to use the tools Congress gave them to protect emerging and foundational American technologies by allowing a free flow of tech to China. I am grateful to Chairman McCaul and my colleagues on the China Task Force for joining me in bringing light to this issue as we continue working to protect American. national security and economic competitiveness.”
